My neighbor drills every Sunday morning: can I lose it?

My side
My next-door neighbor is a passionate DIY guy. The problem is, he does his DIY on Sunday mornings. At 9 a.m. sharp, the drill starts. Then the hammer. Then the drill again. For almost two years. I don’t know what he’s building, but at this rate, he could have built a second apartment. Sunday is my only day to sleep in. First, I slipped a friendly note under his door. Then I went to talk to him. He told me he works during the week, and Sunday is his only day to make progress. I’m tempted to buy him a gym membership, just to keep him busy somewhere else.
Their side
My neighbor explains that he’s renovating his entire apartment himself, room by room, because he can’t afford contractors. He leaves early all week and gets home late. According to him, he starts at 9 and not a minute before, he stops at noon, and he thought that was reasonable. He’s willing to talk about the hours.
